Why is there a difference between the ID and the actual location?

Throughout our decade-long experience in hosting game servers, we have undergone several transitions involving changes in server providers and data centers. To maintain consistency and prevent disruptions, we opted to retain the initial location IDs, despite them now representing different locations.
